Introduction 

The CHANGE Project (Collaborative Horizons for All-Island Nature and Governance Enhancement) is a cross-border initiative supported by almost €1.8 million in PEACEPLUS funding, that aims to strengthen environmental governance and cooperation in response to increasing regulatory divergence and shared environmental challenges in a post-Brexit context.  

Delivered by Northern Ireland Environment Link (NIEL) in partnership with the Irish Environmental Network (IEN), the project supports collaboration, evidence-led policy development, and capacity-building among environmental organisations, public bodies, and communities across Northern Ireland and Ireland.  

Through this Request for Quotation, the project seeks a suitably qualified provider to submit proposals to support the delivery of key elements of the CHANGE project, through the identification of areas of policy complementarity and alignment across UK, Irish, and EU environmental frameworks. The findings should be presented in a clear and practical matrix of strategic alignment opportunities reflecting the four CHANGE thematic areas of Marine Environment, Freshwater Environment, Climate Change and Nature Recovery/Biodiversity. 

CHANGE is a project supported by PEACEPLUS; a programme managed by the Special EU Programmes Body (SEUPB).  The project has been awarded €1,799,862.06 in PEACEPLUS funding to support the delivery of its objectives and activities.

  • Price quotation 

Quotations must be submitted by 12 noon on Wednesday 4th September.

Q: Can you confirm that the scope concerns areas of alignment across UK, Ireland, and EU environmental policy and regulatory frameworks and does not therefore concern areas of divergence?

A: Yes, the scope is concerned with identifying areas where there is policy alignment but there is also scope to enhance co-operation so as to improve environmental governance and outcomes.

Q: Is the alignment matrix intended to provide a current appraisal of alignment or is there an expectation that it will also provide a horizon scanning function of potential areas of future alignment?

A: The matrix should highlight currently identifiable opportunities for enhanced co-operation in the areas where it has been identified there is policy alignment.
