Introduction
The CHANGE Project (Collaborative Horizons for All-Island Nature and Governance Enhancement) is a cross-border initiative supported by almost €1.8 million in PEACEPLUS funding, that aims to strengthen environmental governance and cooperation in response to increasing regulatory divergence and shared environmental challenges in a post-Brexit context.
Delivered by Northern Ireland Environment Link (NIEL) in partnership with the Irish Environmental Network (IEN), the project supports collaboration, evidence-led policy development, and capacity-building among environmental organisations, public bodies, and communities across Northern Ireland and Ireland.
Through this Request for Quotation, the project invites suitably qualified providers to submit proposals to support the delivery of key elements of the CHANGE project, through the research, development, and publication of three illustrated case study briefs, showcasing best-practice examples of effective cross-jurisdictional environmental cooperation reflecting the four CHANGE themes of Marine Environment, Freshwater Environment, Climate Change and Nature Recovery/Biodiversity.
CHANGE is a project supported by PEACEPLUS; a programme managed by the Special EU Programmes Body (SEUPB). The project has been awarded €1,799,862.06 in PEACEPLUS funding to support the delivery of its objectives and activities.

Please Note:
Quote your fee in euros and do not exceed the stated budget.
Organisations based in the Republic of Ireland bidding for CHANGE Project contracts should –
- Quote their fee in euros without including VAT.
- Label their fee clearly as “Net of VAT (Reverse Charge applies – customer to account for UK VAT)”.
- If successful, indicate clearly when invoicing that VAT Reverse Charge applies.
Northern Ireland-based organisations bidding for CHANGE Project contracts should –
- Quote their fee in euros at the current euro-sterling exchange rate (obtainable from the European Commission’s “Inforeuro” currency converter tool here) including UK (20%) VAT, and making sure their quote does not exceed the budget limit stated in the Request for Quotation”.
Frequently Asked Questions (FAQs)
Q: Will completed outputs or findings from other work packages under the CHANGE project, such as the policy mapping and regulatory divergence analysis, be made available to the appointed provider to inform case study selection and analysis under Deliverable 4.1.3?
A: No. We would not expect to be able to share the findings of other deliverables within the timeframe for completion of deliverable 4.1.3 (Case study development), as other CHANGE deliverables will be being completed either on the same timeframe or later than 4.1.3 and so will not be complete or signed off in time to do this. Deliverable 4.1.3 should be treated as a stand-alone piece of work, not dependent or informed by the results of other CHANGE deliverables.
Q: Are the illustrated case study briefs required to conform to a PEACEPLUS or NIEL branded template? If so, will this template be provided to the appointed provider, or will the provider be expected to develop a design from scratch?
A: No, there is no branded template currently developed for the case study briefs under deliverable 4.1.3 so the provider will be expected to develop a design for these. However, we aim to appoint a Branding, Communications & PR contractor in September 2026 and we can share any design guidelines or branding they propose which may inform the case study brief design if available in time.
