Introduction 

The CHANGE Project (Collaborative Horizons for All-Island Nature and Governance Enhancement) is a cross-border initiative supported by almost €1.8 million in PEACEPLUS funding, that aims to strengthen environmental governance and cooperation in response to increasing regulatory divergence and shared environmental challenges in a post-Brexit context.  

Delivered by Northern Ireland Environment Link (NIEL) in partnership with the Irish Environmental Network (IEN), the project supports collaboration, evidence-led policy development, and capacity-building among environmental organisations, public bodies, and communities across Northern Ireland and Ireland.  

Through this Request for Quotation, the project seeks a suitably qualified provider to submit proposals to support the delivery of key elements of the CHANGE project, contributing to cross-border policy mapping. The provider will carry out a comparative mapping exercise to identify overlaps and gaps between Irish and Northern Irish environmental strategies. This should include a review of relevant plans and frameworks, highlighting areas of alignment or fragmentation. The result will be a cross-border policy map with supporting narrative to inform future joint planning. 

CHANGE is a project supported by PEACEPLUS; a programme managed by the Special EU Programmes Body (SEUPB).  The project has been awarded €1,799,862.06 in PEACEPLUS funding to support the delivery of its objectives and activities.

Quotations must be submitted by 12 noon on Wednesday 4th September.
