CHANGE Project

Project Overview: 

CHANGE (Collaborative Horizons for All-island Nature and Governance Enhancement) 

A cross-border project, supported by almost €1.8 million in PEACEPLUS funding, that aims to strengthen environmental governance and cooperation in response to increasing regulatory divergence and shared environmental challenges in a post-Brexit context. Delivered in partnership by Northern Ireland Environment Link (NIEL) and the Irish Environmental Network (IEN), the project supports collaboration, evidence-led policy development, and capacity-building among environmental organisations, public bodies, and communities across Northern Ireland and Ireland.

Project Aims 

CHANGE aims to build cross-border environmental resilience and strengthen governance through the development of a shared framework for understanding and addressing
regulatory divergence. Through better environmental data sharing, collaborative research
and stakeholder engagement, the project will help partners develop practical solutions to
shared environmental challenges.

CHANGE will address its aims through four interconnected work packages: 

Work Package 1: Regulatory Alignment & Policy Co-operation 

Map how environmental laws and policy are diverging, assess the implications for
environmental protection and management, and identify priority issues requiring action.
 

Work Package 2: Data Collaboration 

Map environmental datasets across Northern Ireland and Republic of Ireland, identify
gaps and inconsistencies, improve alignment, and create an accessible data portal to
support evidence-based decision-making.

Work Package 3: North/South Collaboration 

Bring together organisations from across Northern Ireland and Republic of Ireland to
strengthen cooperation and develop practical, shared approaches to environmental
governance.
 

Work Package 4: East/West Co-operation 

Facilitate collaboration and knowledge exchange among stakeholders across Ireland
and Britain to promote effective frameworks and approaches for environmental
cooperation.
 

Expected Outcomes 

CHANGE will strengthen environmental cooperation across the Island of Ireland through: 

  • Better understanding of regulatory divergence. 
  • Improved environmental data sharing and accessibility. 
  • Co-designed action plans and pilot projects. 
  • Stronger North/South and East/West collaboration. 
  • Enhanced environmental governance and decision-making. 

CHANGE Knowledge Portal 

The CHANGE Knowledge Portal is currently in development and will provide access to
project resources, environmental datasets, publications and collaboration opportunities.

PEACEPLUS Funding 

CHANGE is a project supported by PEACEPLUS; a programme managed by the
Special EU Programmes Body (SEUPB). 
 

The project has been awarded €1,799,862.06 in PEACEPLUS funding to support the
delivery o
f its objectives and activities.
