- Introduction
The CORE Project (Cross-border Opportunities for a Resilient Environment) is a cross-border initiative funded under PEACEPLUS, focused on strengthening environmental governance, institutional capacity, and collaboration across Ireland and Northern Ireland.
Led by the Irish Environmental Network (IEN) in partnership with Northern Ireland Environment Link (NIEL), the project supports environmental NGOs, public agencies, and communities through training, knowledge exchange, pilot projects, and a digital knowledge hub.
Through this RFQ, the project seeks a suitably qualified provider to build and deliver an online knowledge hub – a members’ area within the existing CORE project website – where resources such as policy papers, training resources, links to training videos, will be available to environmental NGOs participating in the project.
- Background
The CORE Project (Cross-border Opportunities for a Resilient Environment) is a strategic, cross-border initiative funded under PEACEPLUS, designed to strengthen environmental governance, institutional capacity, and collaboration across Ireland and Northern Ireland.
The project responds to a set of shared and increasingly urgent environmental challenges, including climate change, biodiversity loss, marine ecosystem degradation, and declining freshwater quality. These challenges are compounded by post-Brexit regulatory divergence, evolving UK–EU relationships, and fragmentation in environmental policy and data systems, which risk weakening coordinated action across jurisdictions.
CORE directly addresses these challenges by fostering structured cross-border collaboration, supporting environmental NGOs, public authorities, and stakeholders to work together more effectively. The project combines capacity building, knowledge exchange, co-design, and pilot implementation to develop practical, scalable solutions to shared environmental issues.
The CORE Project recognises that while training and partnership development are critical, organisations often require ongoing, tailored support to embed learning, apply new approaches, and strengthen their operational and strategic capacity.
Mentoring provides a practical mechanism to support this by pairing organisations with more experienced peers or sector experts, enabling knowledge exchange, problem-solving, and real-time application of learning.
This mentoring programme will support 20 environmental organisations participating across a range of activities, including:
- Partnership Development and Documentation
- Capacity Building and Organisational Development
- Collaborative Pilot Projects
The programme will combine in-person and virtual engagement, supporting sustained interaction, relationship-building, and applied organisational learning.
