NIEL Recommendations for Planning

  • Establishment of community planning pilot projects in all Council areas
  • Implementation of a programme of capacity building for Councillors in advance of transfer of planning powers to Local Authorities
  • In the context of ecosystem services, planning should be sensitive to land–use and suitability, with a NI land strategy in place before 2020
  • A core principle of the planning systems should be to protect the delivery of ecosystem services for the public good
  • Promotion of Shoreline Planning for Northern Ireland  as a tool to manage complex issues in the dynamic coastal zone (for example, sea level rise, coastal erosion, managed realignment)
